Chair, Planned Parenthood® Action Fund

Harry Carter is chair of the Planned Parenthood Action Fund, a nonpartisan, not-for-profit organization formed as the political and advocacy arm of Planned Parenthood Federation of America (PPFA).  The Action Fund engages in educational and electoral activity, including public education campaigns, grassroots organizing, and legislative advocacy.

Mr. Carter is a longtime advocate for family planning and environmental issues.  He has served on the national Action Fund board since 2004, the national PAC since 2003, and the PPFA board since 2006.  He has been a board member of Planned Parenthood of San Diego and Riverside Counties (PPSDRC) for more than 10 years, chairing its board from 2000 to 2002, and chairing its Action Fund board from 2002 to 2004.

Mr. Carter co-chaired the PPFA Western Region Task Force on Sacred Choices, the Faith Basis for Abortion and Contraception.  He participated in the Western Region Post-Roe Task Force, which developed strategies to address the threat of restrictive, anti-choice legislation, and was a member of the Planned Parenthood Global Partners® Steering Committee, helping to lead an initiative to engage American volunteers in international family planning issues.

Mr. Carter has also served on a number of other not-for-profit boards in San Diego.  For almost 30 years, he was a partner with Higgs, Fletcher, & Mark LLP, chairing their litigation department for the last 15 years of his career.
