When the Trump administration sought to force Planned Parenthood from the federal Title X program, the nation's only dedicated affordable birth control program, Bullock spoke out. “We [reject] this administration’s efforts to interfere in the doctor-patient relationship, gut women’s access to family planning services, and force medical professionals to knowingly withhold information from their patients,” Bullock wrote to Trump’s secretary of health and human services.

Bullock has vetoed numerous bills that politicize or limit access to safe, legal abortion. “Montana’s elected officials have no business substituting their personal beliefs for the sound medical judgment of our health care professionals or the deeply personal medical decisions of their constituents,” Bullock wrote, explaining his veto of a 20-week abortion ban.

Bullock signed into law Medicaid expansion under the Affordable Care Act (ACA) during his first term as governor, in 2015 — and the proportion of Montanans who lack health coverage fell by half.

Daines voted multiple times to repeal the ACA — which would wipe out protections for more than 420,000 Montanans with pre-existing conditions, and gut health coverage for more than 80,000 Montanans who have insurance through the ACA’s Medicaid expansion. He even insisted that a Senate bill to repeal the ACA must also “defund” Planned Parenthood.
