HB 11 - Amendment 4
House Bill 11 is the budget bill for the Missouri Department of Social Services, which administers MO HealthNet, Missouri’s Medicaid program. Amendment 4 adds a provision intended to block thousands of Missourians with low incomes from choosing women’s health care providers, including Planned Parenthood. The amendment rejects millions in federal family planning funds and instead creates a new taxpayer-funded state program in order to skirt federal Medicaid laws and deny Medicaid patients their right to choose their own health care provider. This attempt to restrict Missourians’ access to vital preventive services like annual exams, birth control, cancer screenings, and sexually transmitted infection (STI) testing and treatment is bad for women’s health.
This vote was to add Amendment 4 to the bill. The House adopted the amendment and passed the bill, sending it to the Senate. The Senate passed the bill and Gov. Greitens signed it into law.
HB 194 - Third Read
House Bill 194 singles out physicians and health centers that provide abortion for many new medically unnecessary mandates and creates new criminal penalties. The bill also prohibits families from donating fetal tissue for scientific research after an abortion, creates redundant reporting requirements, and places nonmedical language into state law.
The House passed the bill and it was referred to a Senate committee, where it died.
HCS SS SB 5 - Third Read
Senate Bill 5 (SB 5) is a targeted regulation of abortion providers (TRAP) bill. TRAP bills are dangerous and deceptive measures designed to sound like reasonable efforts to protect patients, but they are medically unnecessary and only make it more difficult for a woman to access safe, legal abortion. The House Committee Substitute (HCS) for SB 5 singles out Missouri abortion providers and health centers that provide abortion, imposing additional restrictions on one of the safest, most regulated procedures in the state.
Both the House and Senate passed the bill, and Gov. Greitens signed it into law. It took effect on October 24, 2017 and is in effect while being litigated in state and federal court.

SB 43 - Third Read
Weakens the Missouri Human Rights Act, which protects Missourians from discrimination at work. Senate Bill 43 also removes state employees' ability to sue when coworkers discriminate against them, and limits the amount of money a jury can award to a worker who suffered discrimination.
The Senate passed the bill and send it to the House, which also passed it. Gov. Greitens signed it into law.
House Committee Substitute for Senate Substitute for SB 5 - Previous Question Motion
The previous question is a procedural vote to shut down debate and force a vote on the bill. It is an extreme measure that is seldom used in the Missouri Senate. This previous question vote was to shut down debate and force a vote on Senate Bill 5, a targeted regulation of abortion providers (TRAP) bill (see full description below.) Nineteen Republican senators defeated bipartisan opposition to pass the previous question motion to force a final Senate vote on SB 5.
