Funding Abortion Access


After the U.S. Supreme Court ended the federal constitutional right to abortion, many abortion patients have come to Washington for care. It's crucial that we reduce barriers to accessing abortion. Our priority in 2023 will be a package of funding items for both abortion providers and patients:

  • Biennial Budget and Supplemental Budget (HB 1141 / SB 5188): Funding for safety net abortion providers and for underinsured and out-of-state patients
  • Capital Budget (HB 1147 / SB 5188): Funding for security infrastructure for abortion providers

SB 5242: No Cost-Sharing for Abortion


SB 5242 would end cost-sharing for abortion services in private insurance. Often, patients don't know co-insurance and cost sharing may be required for their abortion. This unexpected extra expense leaves many scrambling to come up with hundreds of dollars overnight to cover the cost — an amount that is simply out of the question for many. This bill will prohibit out-of-pocket costs for patients because no one’s pregnancy options should be limited by their insurance coverage.

ESHB 1155: Protecting Patients' Data Privacy


Not all health data is protected by law. As states ban abortion, more prosecutors are using non-protected health data such as website and app usage to criminalize pregnant people. 

We support the "Washington My Health, My Data" Act, which protects private health data related to reproductive, sexual, and gender affirming health care. This bill will limit the collection, sharing, and selling of health data that's not already protected by HIPAA.

ESHB 1469: Protecting Providers and Patients


Washington stands proudly in defense of fundamental rights while other states are working to strip them away. HB 1469 would “shield” individuals who provide, obtain, or support abortion and gender-affirming care. It prevents the state from cooperating if other states attempt to investigate or prosecute Washington providers, helpers, and patients.

ESHB 1340: Protecting Provider Licenses

This bill would prohibit medical licensure boards from taking certain disciplinary action against providers of abortion or gender affirming care. If a hostile state attacks a provider for offering care that is legally permitted in Washington, our state should not let that affect their right to care for patients in our state.
