MoLeg Weekly Wrap-Up

Lawmakers returned from spring break and advanced two anti-sexual and -reproductive health measures in the House:

  • State-Level Attempt to “Defund” Planned Parenthood: This week the Missouri House of Representatives is considering a reckless budget proposal that aims to deny thousands of Missourians access to preventive care at women’s health care providers, including Planned Parenthood health centers.
  • Restricting Local Control and Enabling Reproductive Discrimination: House Bill 174strips local control from communities by preventing cities from protecting their citizens from misleading Crisis Pregnancy Centers. This bill aims to supersede a new St. Louis City ordinance, Board Bill 203, that protects citizens from being fired or evicted because of their reproductive health decisions like using birth control, having an abortion, adopting a child, or using in vitro fertilization. Thank you to the reproductive health champions who stood up during floor debate to argue against this bill: Reps. Michael Butler (D-79), Randy Dunn (D-23), Deb Lavender (D-90), Karla May (D-84), Judy Morgan (D-24), Stacey Newman (D-87), and Cora Faith Walker (D-78).

Vice President Pence Casts Tie-Breaking Vote to Strip Patient Protections Under Title X

Last week, Vice President Pence cast the deciding vote in the Senate to rescind the Obama Administration’s regulation that reinforced protections for health care access under Title X, the nation’s family planning program. The effort to revoke this Obama regulation is somewhat symbolic, as the rule simply reinforced existing statutory protections under the program.

While the resolution only required a simple majority in the Senate under the Congressional Review Act (CRA), Senate opponents still needed Vice President Pence’s tie-breaking vote to pass the measure. The resolution was passed in the House last month and is headed to the President’s desk for signature. His approval would officially and immediately rescind the Title X rule.

We came. We saw. We PINKED OUT! Last Wednesday’s national #PinkOut Day was a huge success! From our social media to health centers to the Missouri Capitol all the way to Washington, D.C., Planned Parenthood supporters wore pink to #StandWithPP! Here are some of our favorite photos:

During the Missouri Legislature’s spring break, Planned Parenthood Great Plains Votes worked with coalition partners to plan the State of Our Health Town Hall with Reps. Martha Stevens (D-46) and Kip Kendrick (D-45). More than 100 people, including health care providers, patients, and citizens learned about proposed measures that could impact health care for thousands of Missourians. Planned Parenthood Great Plains Assistant Vice President of Health Services Kristin Metcalf-Wilson discussed Senate Bill 28, which would drastically cut Medicaid and impact many of the patients Planned Parenthood health centers serve every day.

Lobby Day

Tomorrow is another chance to make your voice heard in the Capitol! Missouri Women’s Network Equity Action Day begins at 9:30 AM in House Hearing Room 2. If you can’t make it tomorrow, you’ll have two more opportunities to talk to your lawmakers in Jefferson City: Moral Missouri Lobby Day and Rally on April 26, and Freedom of Choice Council Lobby Day on May 4.
