SACRAMENTO – Planned Parenthood Affiliates of California (PPAC) released its annual scorecard for the 2024 Legislative session, with 78% of the Legislature (94 members) receiving a 100% score*. A member’s score is based on their floor votes or actions on PPAC’s 2024 sponsored legislation, including if they played a role in procedurally holding or delaying one of the priority bills.

*100% rating is not an endorsement by Planned Parenthood Affiliates of California.

2024 Legislative Scorecard

“We are pleased to recognize the state legislators who unapologetically support the health, safety, and well-being of all patients seeking reproductive health care in California by voting for Planned Parenthood’s priority legislation,” said Jodi Hicks, President and CEO of Planned Parenthood Affiliates of California. “Their support of our 2024 sponsored bills is one way they demonstrate their commitment to preserving California’s status as a reproductive freedom state and strengthening abortion access, especially for California’s most vulnerable communities.”

At the start of the 2024 Legislative Session, PPAC announced its top legislative and budget priorities, including six sponsored bills – AB 1131 (Gonzalez), AB 2339 (Aguiar-Curry), AB 2085 (Bauer-Kahan), AB 2099 (Bauer-Kahan), SB 959 (Menjivar), AB 2442 (Zbur). These bills sought to further eliminate barriers to accessing reproductive, sexual, and gender-affirming health care in California, including those related to cost, coverage, provider availability, and safety. SB 1131, AB 2095, and AB 2099 were ultimately signed by the Governor, and SB 959 has been implemented administratively.

Hicks continued: “As we continue to navigate an uncertain and chaotic national landscape, in addition to the threats posed to California by the incoming Trump administration, the Legislature’s commitment to protecting and expanding reproductive, sexual, and gender-affirming health care has never been more important. We look forward to continuing to partner in the upcoming session with our legislative allies, both returning and new, to support Planned Parenthood’s mission and priorities. We will also continue to hold those who don’t vote in support of sexual, reproductive, and gender-affirming health care, including abortion, accountable.”
