SACRAMENTO – Planned Parenthood Affiliates of California (PPAC) announces two promotions on the Legal and Policy team and new Communications Manager. Kelby Lind, who previously served as the Policy Analyst, will now oversee administrative and regulatory advocacy with a focus on health care financing as Vice President of Regulatory Affairs and Zaire Bailey, has been promoted to Director of Strategic Partnerships and Special Projects. Additionally, Rebe James has joined PPAC as Communications Manager.
“We are excited to recognize Kelby and Zaire’s contributions with these promotions and welcome Rebe to the PPAC team,” said Jodi Hicks, CEO/President of PPAC. “As the landscape around sexual and reproductive health care operations continues to dramatically shift, Kelby and Zaire’s new roles, along with the rest of our legal and policy team, will allow Planned Parenthood to better navigate changes and challenges on behalf of the health centers serving patients, including those from out of state. And while the changing landscape means there are new stories to tell and misinformation to counter, there is also critically important policy and advocacy information we must continue to deliver to patients, supporters, and policymakers which Rebe will help us do now.” 

Throughout his almost seven years with PPAC, Kelby has worked with the affiliates’ health care operations teams, representing their interests before state departments and agencies, which he will continue to do in his new role. Zaire started with PPAC in 2021 as Legal & Policy Assistant and quickly transitioned to managing the work of the California Future of Abortion Council as the Manager of Strategic Partnerships. She will be taking the lead on additional projects related to federal abortion access work.  

Rebe James starts as Communications Manager, replacing Brandon Richards who is now in Governor Newsom’s communications shop. Rebe is a communications, marketing, and social media specialist with corporate and business experience having worked for Pokémon Company International and Viasat. She also taught oral communication, health campaigns and service-based communication, and international studies at San Diego State University; taught family communication, communication theory, and nonverbal communication at UCSB; and was the communications manager for the Latinx Resource Center.
