Manchester, NH - Planned Parenthood New Hampshire Action Fund PAC has proudly endorsed former state Senator Kevin Cavanagh for mayor of Manchester. Cavanaugh has a long history of using his vote and his voice to protect and defend reproductive health in the Granite State.

Cavanaugh understands the pivotal role that PPNNE plays in keeping Manchester healthy and has consistently supported reproductive rights and health care throughout his time as an elected official. Cavanaugh’s strong record includes supporting Medicaid Expansion, which keeps over 28,000 people in Hillsborough county insured, opposing the defunding of PPNNE health centers, and supporting the safety of patients and providers through New Hampshire’s patient safety zone. This continued commitment to the health and safety of Granite Staters positions Cavanaugh as the best candidate to lead New Hampshire’s largest, and most diverse, city.

Manchester is home to Planned Parenthood of Northern New England’s flagship New Hampshire health center and served nearly 7,000 patients in FY 2022; the non-profit organization has been providing reproductive and sexual health care and education to patients from every neighborhood in the city for decades.

Background information:

Former state Senator Kevin Cavanaugh has consistently supported access to the full range of reproductive health services - including safe, legal abortion - in his time in the state Senate. He voted against New Hampshire’s first abortion ban in modern history, and he fought to repeal the ban after it was enacted.

Leading up to the US Supreme Court overturning Roe v. Wade, former state Senator Cavanaugh cosponsored SB 436, which would have put the right to abortion in New Hampshire state law. New Hampshire is the only state in New England that has not codified the right to abortion in state law or the state Constitution. With no federal or state protections, abortion rights are being attacked at all levels of government, including at the municipal level. Nationwide, there has been a significant increase in health center threats and even attempts to ban abortion in cities that are located in states where abortion is legal. Cavanaugh has also supported New Hampshire’s flexible patient safety zone law outside of reproductive health centers.

Cavanaugh consistently supports and defends New Hampshire’s Family Planning Program to ensure Granite Staters can get quality, affordable birth control, STD testing and treatment, and cancer screenings from trusted providers in their communities.

Cavanaugh voted in support of Medicaid Expansion (the New Hampshire Granite Advantage Health Care Program), which extended health care coverage for more than 90,000 Granite Staters. He also cosponsored SB 486, which would require private insurance and plans on the Health Insurance Marketplace to cover abortion care if the plans also cover prenatal care; however, Governor Sununu vetoed SB 486.

Planned Parenthood New Hampshire Action Fund (PPNHAF) is an independent, nonpartisan, not-for-profit organization formed as the advocacy and political arm of Planned Parenthood of Northern New England in New Hampshire. The Action Fund engages in educational and electoral activity, including voter education, grassroots organizing, and legislative advocacy. The Action Fund makes independent expenditures on behalf of or in opposition to targeted candidates for public office. PPNHAF maintains a separate, segregated political committee and fund to make direct campaign contributions to endorsed candidates (the PAC).
