ORGANIZATION: Planned Parenthood Texas Votes (PPTV) is the statewide advocacy and political arm of the Planned Parenthood affiliates in Texas, referred to as “local Planned Parenthood organizations.” Planned Parenthood Texas Votes works to foster and preserve a social and political climate in Texas favorable to full reproductive health care access, through legislative advocacy, grassroots organizing, and electoral activity, to promote and protect the mission of local Planned Parenthood organizations in Texas. 

The work at PPTV is fast-paced and deals with complex and high-priority matters related to the public policies and politics of reproductive health in Texas. Our programs range from talking to voters about the abortion access to advocating at the state legislature, organizing advocates to rally in support of reproductive rights, and training the next generation of movement leaders. We imagine a world where having a uterus is not a pre-existing condition; where people can love who they love, be who they are, and find the care they need when they need it. 

PPTV’s theory of change focuses on engaging and empowering young women, women of color and LGBTQ folks. These demographics represent the majority of Planned Parenthood patients, a significant proportion of Texas’ changing population, those particularly impacted by attacks on reproductive health and rights, and who are also the least engaged and represented in elections, government and politics. 

POSITION: The Deputy Director is a key member of the Planned Parenthood Texas Votes leadership team. This position is primarily responsible for developing and leading the strategic advocacy and electoral campaigns of the organization in the areas of Government Relations & Political, Communications, and Organizing & Training (collectively referred to as the Campaigns Team). This position will be responsible for ensuring the Campaigns Team is connecting and operating well internally and that the organization is delivering high impact results for key constituencies and communities, both in the short term and long term. 

This position identifies and ensures collaborative strategies with local Planned Parenthood organizations and the Planned Parenthood national office to build grassroots and political power in order to protect and expand reproductive health and rights. 

The Deputy Director will serve as a decision-maker for the organization in coalition settings to identify opportunities to leverage Planned Parenthood brand power for the benefit of the greater collective movement; chief legislative strategist and lobbyist in the Texas Legislature representing the interests of Planned Parenthood health centers, patients and providers; and, as a senior advisor and thought-partner to the Executive Director. The Deputy Director will ensure our programs are visible and connected to state partners in our field, well-represented and understood by funders, and on a path for ongoing growth and impact in the future. 

The position requires adherence to strict confidentiality guidelines regarding information gained in the course of employment that concerns political races, financial matters and operations of the organization. This is an exempt position that may be based in Austin, Dallas, Houston or San Antonio to promote collaboration with PPTV team members and local Planned Parenthood organizations, and to ensure that the position can best meet the responsibilities of the position and the needs of the organization. The position will require some travel within the state.  

ESSENTIAL DUTIES

Campaign Development & Planning

  • Oversee campaign and program development in partnership with Executive leadership and the Campaigns Team, particularly with input and expertise from departmental managers and frontline staff.

  • Drive annual and rapid response campaign and program planning, in accordance with the organization’s strategic plan, goals and mission. 

  • Stay up to date about the dynamic movement, political and electoral landscape in Texas, including what’s happening with major players and stakeholders, and collaborate with the Campaigns Team to identify opportunities to advance the organization’s mission. 

  • Prioritize opportunities and resources based on their highest, best use for the overall organization  

Team Management

  • Oversee and provide mentorship and coaching to the organization’s Campaigns Team, which includes the Government Relations & Political, Communications and Organizing & Training departments.

  • Ensure that managers are effectively recruiting, training & managing staff on their teams, including developing and tracking annual workplans for each department and each employee.

  • Ensure effective interdepartmental and intradepartmental communication and connectivity so that critical information and programming are being shared and acted upon in a relevant and timely manner.

  • Collaborate with the Executive Director and Operations Director to build a high-performing, inclusive team of program leaders, with equitable hiring and performance management best practices.

  • Make sure all members of the Campaigns Team have the support they need to thrive. 

  • Advise on management and personnel issues.

Program Leadership

  • Collaborate with local Planned Parenthood organizations and the Executive Director to determine the organization’s legislative strategies and priorities.

  • Act as the chief lobbyist in the Texas Legislature and contract and consult with additional external lobbyists to advance and protect the interests of Planned Parenthood health centers, patients and providers.

  • Review and approve external communications and ensure they align with the brand voice and organizational priorities. 

  • Act as organization spokesperson to the media as needed.

Strategic Partnerships

  • Steward and cultivate strategic partnerships with current and key prospective partner organizations and coalitions.

  • Participate in coalition activities as a decision-maker for the organization. 

  • Identify opportunities to leverage Planned Parenthood brand power for the benefit of the greater collective movement. 

  • Participate in public speaking opportunities about the organization.

Organizational Leadership

  • Serve on the Senior Leadership Team with the Executive Director and other departmental directors and managers; give input on strategic decisions and collaborate on other issues as needed.

  • Be a thought-partner to the Executive Director, national office and local Planned Parenthood organizations on strategy, management, vision and program development.

  • Ensure that all organizational decisions from leadership are translated to and through the Campaigns Team.

  • Represent programmatic work with the Board of Directors.

Equity & Inclusion

  • Ensure alignment between the efforts of the Campaigns Team and the organization’s key constituencies, particularly young women, women of color and LGBTQ folks.

  • Monitor program results by race and gender to spot gaps and disparities. 

  • Engage and support staff to identify ways to improve on DEI efforts within programs and events.

Compliance & Risk Management

  • Work with Operations Director to ensure that all activities of the Campaigns Team are legally compliant with our C3/C4/PAC regulations and reported on time. 

  • Ensure program staff are adequately trained and supported to meet reporting and legal compliance requirements.  

Fundraising

  • Support the development team in drafting grant proposals and reports and with other development materials as needed

  • Keep the development team apprised of campaign and program progress and outcomes 

  • Network and cultivate relationship with donors where appropriate

 

QUALIFICATIONS

  • Graduation with a Bachelor’s degree from an accredited college or university with major coursework in public administration, public health, political science, law, business administration or a related field, plus at least six (6) years of full-time professional experience in a nonprofit, government or political setting. 

  • Each year of relevant professional-level work experience may be substituted for one year of required education.

  • Previous supervisory experience required.  

  • In depth knowledge of the political landscape and legislative process of Texas. 

  • Significant lobbying and advocacy experience is required, along with some electoral, communications and organizing experience.

COMPENSATION AND BENEFITS

This position is full-time, with a salary range starting at $75,000 annually. Planned Parenthood Texas Votes (PPTV) is the statewide advocacy arm of the Planned Parenthood affiliates in Texas that engages supporters of reproductive health and rights to fight to protect and expand access to sexual and reproductive health care, including abortion. The work at PPTV is fast-paced and deals with complex and high-priority matters related to the politics of reproductive health in Texas. Our programs range from talking to voters about the politics of abortion to advocating to protect funding for preventive health care.

GENERAL DESCRIPTION

PPTV is expanding our team and is hiring a Political Development Director that will work for Planned Parenthood Texas Votes 501(c)(4), Planned Parenthood Advocates of Texas 501(c)(3), and PPTV Political Action Committee (PAC).

The Political Development Director is responsible for managing and implementing the development programs to support the three statewide Planned Parenthood advocacy and political entities. This person will assist in developing the goals and strategies for an effective, comprehensive program including developing strategies for the identification, cultivation, solicitation, and stewardship of gifts from a variety of sources including individual giving ($999 and below), special events, foundation gifts, and major gifts ($1,000 and above).

This position is both strategic and tactical, working closely with the Executive Director and serving as a liaison with senior development staff of regional affiliates. The Development Director reports to the Executive Director and supervises two employees in a dual-management structure with the Operations Manager.
 

ESSENTIAL JOB FUNCTIONS & EXPECTATIONS

Major Gifts Stewardship (25%)

  • Develop and implement a strategic plan of action with objectives, timelines and evaluation plans for the major donor giving program that includes identification, cultivation, solicitation and stewardship of donors and prospects.

  • Create and administer a program and activities to solicit gifts from donors, prospects, trustees, board members and friends of the organization including personal solicitations, electronic solicitations, and mail.

  • Maintain organized and detailed prospective major political donor pipeline. Ensure that prospect profiles and other reports are produced as needed.

  • Coordinate, either directly or in conjunction with senior development staff of regional affiliates, all logistical aspects of special events, including invitation lists and online and offline registration. 

  • Monitor fundraising revenue to ensure adequate prospects in the pipeline to meet goals.
     

Foundation Relations (25%)

  • Be the primary contact for foundation relations.

  • Manage workflow process for all types of foundation grants, ensuring impeccable timeliness and accuracy of all grant reporting.

  • Develop, maintain, and ensure proper grants management procedures are in place and consistently followed, including but not limited to due diligence procedures, grant reporting, award letters, grant agreements, and procedures to ensure availability of funds.

  • Facilitate and/or be responsible for processing certain high-level and sensitive grants.

  • Coordinate and collaborate with other internal teams for accurate grant proposals and reports.

  • Oversee and ensure all multi-year grants are entered and tracked appropriately.

  • Oversee grant reporting and analysis.

  • Research and initiate new and relevant fundraising opportunities in grant funding.
     

Mid-Level and Grassroots Fundraising (25%)

  • Manage direct mail and email solicitations for donors of all levels, in coordination with vendors and staff.

  • Oversee timelines and donor mailing lists for direct mail and email fundraising appeals, newsletters, events invitations, etc.

  • Develop and implement a system for soliciting, acknowledging and tracking monthly sustained giving.

  • Create compelling donor materials and identify creative ways to communicate with donors; draft compelling emails, notes, and updates for acquisition and stewardship.

  • Execute and track donor engagement and maintain a calendar of events, conferences, and travel to ensure consistent and engaging touch points with donors throughout the year

  • Research new fundraising initiatives, explore individual giving and peer-to-peer fundraising opportunities, and engage and expand existing network of donors.

  • Identify opportunities to collaborate with the Campaigns Team on donor engagement around substantive areas of interest to the donor base.
     

Organizational Management (15%)

  • Manage all grassroots giving, major giving, and foundation giving programs to support the three statewide advocacy and political organizations, with a combined annual budget of $2 million.

  • Work closely with the senior development executives and other departmental team members from other Planned Parenthood organizations to ensure coordination with their respective fundraising efforts. Ensures that briefing, presentation, and donor materials are provided in advance of meetings, solicitations, and events.

  • With the input of the Executive Director and senior development staff of affiliate organizations, create grassroots, mid-level, major, and foundation donor program plans which are integrated into overall development annual plans for the affiliate organizations and address political fundraising needs statewide.

  • Work collaboratively with a variety of staff and volunteers from Planned Parenthood organizations in Texas and nationally.

  • Fully participate as a member of the senior leadership team, attending board meetings as needed and participating in all staff meetings, trainings, and retreats.

  • Build effective and trustworthy relationships with donors, board members, staff and community leaders.

  • Keep current on changing trends in political giving and adjust programs and strategies as needed.

  • Represents the organization at meetings, community events, and conferences, as appropriate.
     

General Fundraising Operations (10%)

  • Use development database and report writing software to retrieve data. Perform comprehensive analysis and manipulation related to all aspects of the political donor giving program. Use statistics to evaluate current programs and to make recommendations for program changes. 

  • Collaborate with the Operations Manager and the Operations & Development Coordinators to maintain current records in various databases.

  • Oversee the Operations & Development Coordinators to ensure that pledges and gifts are properly booked, expenses and reports are accurate, and acknowledgements and pledge reminders are sent in a timely manner. 

  • Assure compliance with the Board of Directors governance policies on development as well as the standards established by the Association of Fundraising Professionals.

  • Act as the staff point of contact for the Board of Directors’ Fundraising and Finance Committee 

  • Provides input relating to Development policies, systems, and procedures. 

  • Produces timely and accurate reports for leadership and related organizations as appropriate.

  • Assures that all fundraising materials and any communication with the public maintain the highest standards of integrity and honesty.

  • Other related duties as assigned.
     

QUALIFICATIONS

  • Bachelor's degree and at least four (4) years of experience directly related to professional fundraising, direct marketing or related fields, including at least two (2) years in a supervisory role. Experience may be considered in lieu of a degree.

  • Comfortable with, knowledgeable of and enthusiastic about discussing topics related to sexual and reproductive health, politics and public policy.

  • Proven skill in producing clear, structured, articulate written solicitations, donor materials, proposals, and acknowledgement letters.

  • Comfort and confidence in public speaking and presenting to multiple audiences.

  • Proficiency with fundraising databases or CRM systems required; specific knowledge of NGP/EveryAction preferred.

  • Proficiency in Google Drive and Microsoft Office, including Excel or Google Sheets, required.

  • Proficiency in Asana and Slack preferred.

  • Ability to work 9-5:30PM CST daily, with occasional work expectations outside typical hours. Planned Parenthood Texas Votes is a fast-paced, needs-responsive environment, and full-time employees are sometimes expected to work nontraditional hours, including evenings and weekends.

  • In order to ensure the safety and security of our staff during the COVID-19 pandemic, all staff members at PPTV are currently working remotely and must have access to a secure, reliable internet connection. Work-from-home stipend, internet, and phone reimbursement will be provided.

  • Travel: 5-10% domestic travel.
