Bobby Orrock’s Record Against Reproductive Freedom

Bobby Orrock has spent decades attacking Virginians’ freedom to make their own health care decisions. From voting to outlaw abortion entirely to opposing basic access to contraception, Orrock’s record makes one thing clear: he cannot be trusted to protect reproductive rights.

❌ Supports Abortion Bans and Criminal Penalties

For over 30 years, Bobby Orrock has led the charge to restrict abortion access in Virginia. He voted for multiple “personhood” bills that would have effectively banned all abortions—even in cases of rape and incest—by declaring life begins at fertilization.

In 2025, Orrock voted against a constitutional amendment guaranteeing the right to abortion, miscarriage care, and fertility treatment.

❌ Voted Against the Right to Contraception

Bobby Orrock has a long record of opposing birth control access. He voted against guaranteeing Virginians the right to contraception in both 2024 and 2025 and supported allowing pharmacists to refuse to dispense contraceptives. In 2020 and 2021, he voted against expanding access to long-acting reversible contraceptives (like IUDs) and against allowing Medicaid patients a 12-month supply of birth control.

Even when given the chance to clarify that contraception is not abortion, Orrock voted no—ignoring medical experts and the Medical Society of Virginia, which supported the bill.

❌ Blocked Protections for Health Care Workers and Patients

Orrock has repeatedly voted to endanger doctors and patients by refusing to protect those who provide legal abortion care. He voted against shielding Virginia medical professionals from prosecution by other states and against protecting digital reproductive health data from being seized or sold. He even opposed creating buffer zones around health clinics to protect patients from harassment

❌ Tried to Defund Reproductive Health Services

For decades, Orrock has voted to defund Planned Parenthood and eliminate funding for abortion services, even when medically necessary to protect a woman’s life or health. He repeatedly voted to ban the use of public funds for abortion services in situations where the fetus is non viable. He also voted to block insurance coverage for abortion through Virginia’s health exchange.
