HB 1228 - Diverting Tax Dollars to Fake Clinics, House Amendment 4

This bill extended through 2024  the pool of tax credits available in return for donations to faith-based anti-abortion counseling centers. House Amendment 4 expanded the annual pool of tax credits available to reimburse donations to these fake clinics from $2.5 to $3.5 million dollars.These fake clinics are on record providing false and misleading information, and currently operate with no regulations on the misinformation they provide. Any entity working with pregnant people should provide factual, medically accurate, and complete information about all legal options. The state should not incentivize organizations that withhold critical medical information and mislead pregnant people. 

Planned Parenthood Advocates in Missouri opposed House Amendment 4 to HB 1288. House Amendment 4 was adopted by a vote of 102-36. HB 1288 passed through the Legislature and was signed into law by Governor Parson. A yes vote on House Amendment 4 is an anti-reproductive health vote.

HB 2010 - Denying Patients Access to Family Planning Care at Planned Parenthood, House Amendment 6 - “Ross Amendment”

HB 2010 is the budget bill for the Dept. of Health and Senior Services, which administers Missouri's state family planning program. House Amendment 6 added a provision intended to block thousands of Missourians with low incomes from choosing women’s health care providers, including Planned Parenthood. The amended bill attempts to deny low-income patients the right to choose their own providers and could leave many with nowhere to turn for family planning care, like birth control and STI testing and treatment.

Planned Parenthood Advocates in Missouri opposed House Amendment 6 to HB 2010. House Amendment 6 was adopted by a vote of 100-32. HB 2010 passed through the legislature and was signed into law by Governor Parson.  A yes vote on House Amendment 6 is an anti-reproductive health vote.

HB 2011 - Denying Patients Access to Family Planning Care at Planned Parenthood,  House Amendment 4 - “Ross Amendment”

HB 2011 is the budget bill for the Missouri Department of Social Services, which administers MO HealthNet, the Missouri Medicaid program. House Amendment 4 added a provision intended to block thousands of Missourians with low incomes from choosing women’s health care providers, including Planned Parenthood. The amendment rejects millions in federal family planning funds and instead maintains a taxpayer-funded state program in order to skirt federal Medicaid laws and deny Medicaid patients their right to choose their own health care provider. The amended bill, which attempts to restrict Missourians’ access to vital preventive services like annual exams, birth control, cancer screenings, and sexually transmitted infection (STI) testing and treatment, is bad for women’s health.

HB 1383 - Teen Endangerment: Two-Parent Notification

Third Read and Final Passage: This bill sought to impose an additional medically unnecessary burden on minors seeking access to an abortion, adding a two-parent notification requirement on top of the already existing one-parent consent requirement. Parents rightfully want to be involved in their teenagers' lives, and the good news is that most young people do go to their parents when faced with an unintended pregnancy. However, in the real world, no law can mandate good family communication — especially for young people facing dangerous abuse and neglect. Adding more obstacles can force a teen to take matters into her own hands.

Planned Parenthood Advocates in Missouri opposed HB 1383. HB 1383 passed the House by a vote of 113-37. The bill failed to reach the floor in the Senate. A yes vote on HB 1383 is an anti-reproductive health vote.  

HB 1266 - Abortion Ban: 22 Week Ban

Third Read and Final Passage: This bill sought to ban abortion after 22 weeks of pregnancy and substitute politicians' opinions for a doctor's medical judgment. HB 1266 would have imposed new reporting requirements for physicians and laid out potential civil penalties including forfeiture of licenses for failure to comply. Doctors, including the American Congress of Obstetricians and Gynecologists (ACOG), oppose these laws because they prevent them from giving their patients the best health care possible in every situation.

Planned Parenthood Advocates in Missouri opposed HB 1266. HB 1266 passed through House by a vote of 117-31. The bill failed to reach the floor in the Senate. A yes vote on HB 1266 is an anti-reproductive health vote.

HB 1288 - Diverting Tax Dollars to Fake Clinics, Senate Amendment 1 - “Requirement for Medical Accuracy”

Senate Amendment 1 attempted to amend HB 1288, a bill which extends through 2024 the millions of dollars in tax credits available in return for donations to faith-based anti-abortion counseling centers. This amendment sought to add a requirement for “medical accuracy” to any advice, counseling or service administered or given at one of these fake clinics. These centers are on record providing false and misleading information, and currently operate with no regulations on the misinformation given to their clientele. Any entity working with pregnant people should provide factual, medically accurate, and complete information about all legal options. The state should not incentivize organizations that withhold critical medical information and mislead pregnant people.    

Planned Parenthood Advocates in Missouri supported Senate Amendment 1 to HB 1288. Senate Amendment 1 was rejected by a vote of 9-22. HB 1288 passed through the legislature and was signed into law by Governor Parson. A no vote on Senate Amendment 1 is an anti-reproductive health vote.
