Plans for additional U.S. House races and other races up and down the ticket to be announced in the coming weeks

WASHINGTON, D.C. — Today, Planned Parenthood Votes, with local advocacy and political organizations, announced its first round of targets for their 2024 independent expenditure program to flip the balance of the U.S. House of Representatives to a pro-abortion rights majority. Planned Parenthood Votes and local advocacy and political organizations will persuade and mobilize voters in key districts across the country through paid media and direct voter contact programs. Targets include Rep. Michelle Steel (CA-45), Rep. David Valadao (CA-22), and Rep. Mike Garcia (CA-27) who voted to criminalize doctors and nurses for providing essential health care and co-sponsored the Life at Conception Act, a federal “personhood” bill that would ban abortion and have harmful implications on IVF and fertility treatments.

Statement from Jenny Lawson, executive director of Planned Parenthood Votes:
“At no point during pregnancy are politicians qualified to make decisions about your health that should be decided by you and your medical provider — including whether to have an abortion. Since the Supreme Court overturned Roe v. Wade and allowed states to ban abortion, more than one in three women of reproductive age — and even more transgender and nonbinary people — have lost access to care in their home state, and 21 states have bans in effect. In every state where anti-abortion politicians are in power, they have worked to pass near-total bans on abortion, and largely succeeded. All this despite nearly 8 in 10 Americans’ belief that decisions about abortion should be made by a woman and their doctor — not politicians.

“While out-of-touch politicians like Rep. Mike Garcia (CA-27), Rep. Brian Fitzpatrick (PA-1), and Rep. Anthony D’Esposito (NY-4) are hellbent on imposing a national abortion ban and robbing us of our personal freedoms, Planned Parenthood Votes and local advocacy and political organizations are fired up and ready to mobilize the American public to vote them out this November.”

Planned Parenthood Votes and local advocacy political organizations recognize that the path to flipping the U.S. House to a pro-abortion majority runs through California and New York, which is why we will be prioritizing races the following races. Confirmed incumbents are named below. California is the only state to have had a primary thus far:

  • CA-3 Kevin Kiley (R)
  • CA-13 John Duarte (R)
  • CA-22 David G. Valadao (R)
  • CA-27 Mike Garcia (R)
  • CA-40 Young Kim (R)
  • CA-41 Ken Calvert (R)
  • CA-45 Michelle Steel (R)
  • NY-3
  • NY-4
  • NY-17
  • NY-18
  • NY-19
  • NY-22

Additionally, Planned Parenthood Votes and local advocacy and political organizations will target anti-abortion rights U.S. House candidates in other states, including:

  • AZ-3
  • AZ-6
  • MI-3
  • MI-7
  • MN-2
  • MT-1
  • NH-1
